Al Bashir-Kiir Summit a Success, Lays Practical Matrix to Solve Outstanding Issues Comprehensively

Khartoum - Sudan and South Sudan have agreed on a matrix to implement the agreements they concluded last September in Addis Ababa.

Sudan's President Omer Al Bashir and his South Sudanese counterpart Salva Kiir Mayardit held a summit in Addis Ababa in presence of Ethiopian Prime Minister, Hailemariam Desalegn and chairman of the African Union High-level Implementation Panel (AUHIP) Thabo Mbeki where they discussed a range of issues including Abyei, security arrangements and border demarcation. The summit came up with important decisions which will be implemented on the ground.

Member of Sudan negotiating team Dr. Al Muiz Farouq said President Al Bashir and President Salva Kiir discussed Abyei issued and they agreed to implement the protocol including the establishment of Abyei administration, state assembly and police units.

He said the summit affirmed the importance of implementing all security arrangements without preconditions including disengagement with division 9 and 10 in South Kordofan and Blue Nile, adding that the government of South Sudan will take decisions and issue decrees to that end.

Dr. Al Muiz said the AUHIP prepared an implementation matrix on the security arrangements which will be signed by the two Presidents covering all issues including redeployment of forces and the buffer zone.

The negotiating team member who was speaking to Sudan TV said the two Presidents also agreed on the need for the immediate demarcation of the border at the agreed areas, about 80%, and that negotiators are instructed to immediately begin discussing the remaining contested areas to complete border demaracation.

He said the summit was successful and will pave the way for further meetings between the two countries' delegations in Addis Ababa on 13 January.

Regarding oil, he said the implementation matrix which will be prepared by the AUHIP will be comprehensive because it will tackle all the agreements signed between the two countries including the issue of oil and the matrix will be implemented in accordance with agreed timelines.

President Al Bashir and the accompanying delegation returned home yesterday evening after holding a summit with his South Sudanese counterpart Salva Kiir Mayardit.

Commenting on the agreement, Sudan's Minister of Finance and National Economy Ali Mahmoud said the agreement between the two Presidents will promote peace and security between the two countries and strengthen economic cooperation.
